When everything is critical, nothing is: Risk-based prioritization and cyber resilience in practice

Cyber resilience has emerged as a strategic necessity for organizations navigating a relentless and ever-evolving threat landscape. This qualitative study, which forms the basis of this paper, investigated the primary research question: how organizations understand and apply cyber resilience tools, techniques, and practices to combat these threats. Drawing on semi-structured interviews with 27 information security professionals across the public, private, and non-profit sectors, data was analyzed using an iterative data spiral and pattern-matching analysis. The findings reveal a fundamental philosophical shift toward an “assumed compromise” mindset that prioritizes recovery and continuity over mere prevention. A central finding is that risk-based prioritization, grounded in the disciplined identification of critical assets, serves as the operational foundation upon which all other resilience capabilities depend. Participants observed that when organizations treat everything as critical, nothing is, further noting that while artificial intelligence and machine learning are positioned as essential force multipliers for managing modern data volumes, their effective application is fundamentally sabotaged by a persistent human-knowledge gap and the lack of a shared organizational lexicon. The study concludes that genuine cyber resilience is not merely a technical outcome but emerges from the disciplined integration of people, processes, and technology, anchored in risk-based asset management.
