E-Government Studies In The Arab World: Preliminary Results From A Review of The Literature

This paper presents the preliminary findings of a systematic literature review (SLR) on e-government studies in Arab countries. We identified publication trends, theoretical frameworks and constructs used, and research methodologies in e-government research across 22 Arab nations. The study highlights the increasing interest in e-government systems, driven by significant digital transformation initiatives in the region. Our analysis shows a reliance on intention-based theories such as the UTAUT and TAM, with a predominant use of survey methods. We emphasize the need for Arab researchers to adopt rigorous scientific methods and explore the unique contextual factors of the region. While the results align with previous SLRs, they underscore the importance of moving beyond individual-level analyses to examine institutional and national impacts. Our findings call for more nuanced research to support effective e-government implementation and policy development in the region.
